New Library Construction Headlines BANA Meeting
BANA’s membership meeting will feature two topics of interest – the proposed new county library building to be constructed west of HWY 20 at Robal Road and the HWY 97 North Extension project.
Todd Dunkleberg, head librarian will explain the timeline and design process for the new main library building which will be funded by the bond issue passed in November.
Oregon Department of Transportation (ODOT) representatives will do an update on the Highway 97 Interchange project.

Oregon’s Vaccination Distribution Plan
The State of Oregon Health Authority has a draft vaccine distribution plan that includes a statement on equity, partnerships and organization. It is a complex document that identifies phases of distribution and the partnerships and methods of administering vaccines.

North Extension Sewer Project on Time
Construction is progressing in Phase II - Segment 1 (Pioneer Loop and Margaret Lane).
All work is complete along Pioneer Loop and Margaret Lane. Restoration work, including hydroseeding, has begun west of Deschutes Market Road to Juniper Ridge. Central Oregon Irrigation District laterals will also be restored on private property as part of restoration work.
Construction is ongoing in Phase II - Segment 2 (City-owned Juniper Ridge Property).

Open trench pipe installation work continues. Crews will finish the Central Oregon Irrigation District’s trenchless pipe installation and continue drilling and blasting towards the BNSF trenchless crossing.
Phase II – Segment 3 (BNSF railroad, adjacent to and across HWY 97 to Clausen Road)
Throughout January and February, the City of Bend’s contractors will be conducting survey work, drilling, blasting, and excavation, in advance of the installation of the sewer transmission line. Crews will set up launch and receiving shafts and start the Swalley Irrigation District trenchless crossing.
Hunnell Road Residents Oppose Road Upgrade
At the January 6 meeting of the Deschutes County Commission, a number of Hunnell Road residents expressed opposition to the road being widened and upgraded to Collector status. Michelle Bayard said the traffic counts do not support the action and that there was no public input to the decision.
Described as “the last bastion with rural character in Northeast Bend” the area still has farms and open space.
Business and Storage Yard Proposed for Hunnell Road
While residents are fighting to maintain the rural character of their Hunnell Road neighborhood, WT Equipment has filed for a permit to construct a 4,000 sq. ft. office and shop with a fenced storage yard at 63575 Hunnell Road. The permit number is PL20-0551. WT Equipment is an equipment rental business.

Elected Officials Share Goals with League of Women Voters
Several newly elected officials attended a League of Women Voters session to share their goals for the year. State Rep Jack Zika, Dist. 53 told the group his committee assignments include: Rules, Housing, Early Childhood Education, Transportation and Governance. He has already submitted 20 bills, most pertaining to housing.
Phil Chang, Deschutes County commissioner, said he will focus on COVID response. He wants the county to play a bigger role in contact tracing, testing and mitigating the risk of opening schools.
Megan Perkins, new to the city council, wants to find help for the unhoused, while and Anthony Broadman has COVID response as a priority.
