Kathy Roche, BANA board member attended a briefing on the Transportation Bond proposed on the May 19 ballot.
The bond project list contains major themes for improving Bend's transportation system citywide:
East/West connectivity and system-wide capacity (Reed Market, Aune Road Extension, Colorado, midtown bike/ pedestrian improvements)
20 Major Intersection Improvements
12 Citywide Key Routes providing safe bicycle and pedestrian access to schools, parks and jobs
Support for leveraging transit projects
Matching funds for ODOT Interchange Improvement Projects

ODOT Area Manager Robert Townsend told BANA members a revised concept for extending HWY 97 North of Empire and Cooley will be put out to bid spring of 2021. The revised concept is a slimmed down version of the earlier concept studied in 2014. It focuses solely on HWY 97 rather than adjacent improvements such as a roundabout at O.B.Riley and Empire. That project will be completed by the City of Bend.
The City council will hold a hearing on the new Petrosa Subdivision Plan on February 5th, 7 p.m. in the Council chambers. The purpose of the Petrosa Master Planned Development is to implement the policies in Chapter 11 – Growth Management of the Bend Comprehensive Plan (BCP) regarding the Northeast Edge (Butler Market Village) Expansion Area, and to create a new, creative, innovative, and complete community that sets the stage for future urban growth within the Expansion Area. The development standards will:
Create the opportunity for a complete community, with housing in close proximity to employment and commercial services that are scaled to serve the frequent needs of neighborhood and area residents.
Provide a mix of housing types for owners and renters of multiple lifestyles and income levels – including workforce housing – with higher density abutting collector or arterial streets, commercial lands, and/or open space.
Implement BCP Policy 11-59 by ensuring capacity for a minimum of 1,100 housing units within the Expansion Area, including at least 110 single-family attached housing units and at least 440 multifamily and duplex/triplex housing units.
The City issued a public notice on PZ-19-0515 Type III amendment to Bend Development Code to create the Petrosa Master Planned Development on 179 acres with at least 1,100 housing units of various types, 22 acres of Commercial General (CG), 10 aces for an elementary school and 22+ of open space with a 5.3 acre park.

Among the 44 projects to be funded by the upcoming bond issue are several located in the Boyd Acres area. A number of roundabouts or signals are proposed for five key intersections - Revere Ave and 4th St.; Olney Avenue and 4th St.; Ferguson Road and 15th ST.; Wilson Ave. and 15th St. and O.B.Riley Road and Empire Ave.

Eric King City Manager gave some insight to the City's transportation plans and there was talk of how we can work with local businesses to effect the Department of Transportation's plans for Highway 97.
