The City's Business Economic Development Advisory Board has recommended the City Council create a separate management body to plan for and promote the development of Juniper Ridge. Saying the City Council should relinquish control of the area, the board suggests bringing in professional real estate developers and marketing staff to identify opportunities for developing the parcels off of Cooley Road.
Such a Governing board would be tasked with creating an "outcomes based framework" for developing the tract much like the model used in Portland for the Port of Portland. The existing plan for Juniper Ridge is 10 years old and would need to be updated to reflect changing conditions. In the recommendations is a call for a new staff position to coordinate the project. Juniper Ridge is subject to well publicized limitations on sewer and transportation capacity. A governing board would address ways to finance and deal with infrastructure issues.
